More than 60% of the region’s population already lives in cities.

The result is a new question for the Arab world:

Which cities are becoming magnets for the next generation?

1. The New Definition of an Attractive City

The traditional definition of a successful Arab city was largely economic.

A city with government institutions, oil wealth, financial markets, industry or a large population was considered successful.

The younger generation has added several new dimensions.

A successful city increasingly needs to combine:

Economic opportunity + quality of life + safety + culture + connectivity + social mobility.

This is why a city with very high salaries may still lose young residents if housing is unaffordable or social life is limited.

Conversely, a city with lower salaries may attract young people because it offers lower living costs, cultural diversity, universities, creative opportunities or a strong sense of belonging.

The competition is therefore becoming more sophisticated.

2. Dubai: The Region’s Most International Youth Magnet

If there is one Arab city that most clearly represents the new urban model, it is Dubai.

Dubai has built an identity around international connectivity, entrepreneurship, technology, finance, entertainment and global lifestyles.

Oxford Economics’ 2026 Global Cities Index placed Dubai 42nd globally, making it one of only two Middle Eastern cities to enter the global top 50, while its human-capital performance was particularly strong.

The city is also highly international.

According to Dubai’s investment authorities, approximately 85% of its population comes from more than 200 countries. The city attracted more than 35,500 new businesses in the first half of 2025 alone.

This creates something particularly attractive to young professionals:

the feeling that the entire world is accessible from one city.

Dubai offers opportunities in:

technology;

finance;

media;

aviation;

tourism;

logistics;

real estate;

consulting;

digital marketing;

e-commerce;

entertainment;

entrepreneurship.

Its startup ecosystem is also significant.

StartupBlink ranked Dubai third in the Middle East and 48th globally in 2026, with the city accounting for nearly 80% of the UAE’s ranked city-level startup activity.

But Dubai has a weakness.

The same international success that attracts young people has pushed up housing and living costs.

InterNations found Dubai highly attractive in terms of quality of life, career prospects and opportunities, but financial pressures remained a major concern for expatriates.

Dubai therefore represents the first model of the new Arab city:

maximum opportunity, maximum connectivity — but also maximum competition and cost.

3. Riyadh: The City Challenging Dubai

Perhaps the most significant development in the Arab urban landscape is the rapid transformation of Riyadh.

For decades, Dubai was widely viewed as the region’s primary destination for ambitious international professionals.

That is changing.

Riyadh is benefiting from Saudi Arabia’s enormous economic transformation under Vision 2030.

Oxford Economics’ 2026 index placed Riyadh 50th globally, making it another new entrant into the world’s top 50. The city rose dramatically in the ranking, reflecting rapid economic and social transformation.

The attraction is straightforward:

Saudi Arabia is creating opportunities on an enormous scale.

Young professionals can find opportunities in:

technology;

finance;

entertainment;

tourism;

sports;

infrastructure;

consulting;

artificial intelligence;

gaming;

media;

construction;

investment.

Riyadh’s startup ecosystem has also expanded rapidly. StartupBlink ranked it ahead of Dubai regionally in 2026, with Riyadh accounting for more than 80% of Saudi Arabia’s ranked city-level startup activity.

But Riyadh offers something Dubai cannot replicate:

access to the Saudi market itself.

Saudi Arabia has the largest economy in the Arab world and one of the region’s largest consumer markets.

For a young entrepreneur, that can be enormously attractive.

Riyadh is therefore increasingly becoming the city for people who want to participate directly in the region’s largest economic transformation.

4. Abu Dhabi: The Quiet Competitor

Abu Dhabi does not compete with Dubai in exactly the same way.

It offers a different proposition.

Where Dubai emphasises speed, global networking and entertainment, Abu Dhabi increasingly combines:

wealth + stability + culture + education + quality of life.

The emirate’s 2024 Quality of Life Survey involved more than 100,000 people representing 190 nationalities.

The survey found that 93.6% of residents felt safe walking alone at night, while the happiness score increased to 7.74 out of 10.

InterNations also placed Abu Dhabi strongly in quality of life, infrastructure and healthcare, although work-life balance and cost pressures remained weaker areas.

The city is also expanding its cultural infrastructure.

Museums, universities, creative institutions, entertainment venues and major international events are helping create an environment attractive to a younger population.

Abu Dhabi therefore has a growing appeal to young people who want international opportunities without the intensity of Dubai.

It increasingly represents:

the mature version of the Gulf city.

5. Doha: Smaller Scale, Global Ambition

Doha occupies a different position.

It is smaller than Dubai, Riyadh and Cairo, but its international profile has grown considerably.

Qatar’s investments in infrastructure, sports, education and culture have transformed the city’s global visibility.

Doha increasingly offers:

international universities;

global companies;

aviation;

finance;

sports;

cultural institutions;

international schools;

modern infrastructure.

Oxford Economics ranked Doha 123rd globally in its 2026 Global Cities Index.

Its advantage is not scale.

It is compactness.

For some young professionals, a smaller city with strong infrastructure and international connectivity may be preferable to a much larger and more chaotic metropolis.

Doha is therefore competing for a particular kind of young resident:

someone who wants Gulf-level infrastructure without the intensity of Dubai or Riyadh.

6. Cairo: The City of Scale and Opportunity

Cairo is almost the opposite of Dubai.

It is enormous, crowded and complicated.

Yet it remains one of the most important cities for young Arabs.

Why?

Because Cairo offers something that smaller wealthy cities cannot easily reproduce:

scale.

It has:

millions of consumers;

enormous universities;

media institutions;

technology companies;

startups;

entertainment;

publishing;

film;

advertising;

cultural institutions;

a huge pool of skilled workers.

CBRE describes Cairo as one of Africa’s major technology hubs, with a strong entrepreneurial culture, extensive digital infrastructure and access to regional markets across Africa and the Arab world.

The city’s advantage is particularly visible in technology.

Companies can access a large pool of engineers, developers and graduates at relatively competitive costs.

But Cairo also illustrates the central contradiction of the new Arab city.

A city can offer enormous opportunity while simultaneously suffering from congestion, pollution, infrastructure pressure and economic difficulties.

The attraction of Cairo is therefore not necessarily comfort.

It is possibility.

For ambitious young people, Cairo can feel like a place where almost anything can happen.

7. Casablanca: The Bridge Between Arab, African and European Worlds

Casablanca has a different type of appeal.

It is increasingly positioned between:

North Africa + Europe + Francophone Africa + the Arab world.

This geographical and cultural position gives the city an unusual economic identity.

It is important for:

finance;

business services;

logistics;

manufacturing;

technology;

startups;

media;

creative industries.

Casablanca also performs relatively strongly on quality-of-life indicators compared with many major African cities. Numbeo’s 2025 city index placed Casablanca ahead of Cairo and several other major regional cities on its quality-of-life measure.

Its appeal to young people is therefore partly cultural.

Casablanca offers a different model of Arab modernity:

cosmopolitan but less Gulf-oriented.

It can appeal to young people who want access to international business while remaining within a distinctly North African social and cultural environment.

8. Amman: The Talent City

Amman does not have the financial power of Dubai or Riyadh.

But it possesses another asset:

human capital.

The city has developed a reputation as a source of educated, bilingual and technologically skilled young professionals.

Its technology, outsourcing, education and digital-content sectors create opportunities for people whose careers increasingly operate across borders.

The city’s lower scale and cultural environment can also be attractive to young professionals who do not want the intensity of Gulf megacities.

Bayt’s regional career analysis has highlighted Amman’s strengths in technology, outsourcing, content creation and remote/hybrid work.

Amman therefore represents another important future model:

the city that exports talent even when it cannot compete with Gulf cities on salaries.

9. Jeddah: A Different Saudi Urban Model

Riyadh is the economic and political centre of Saudi Arabia.

Jeddah offers something different.

It is a coastal city with a more historically cosmopolitan identity and a strong connection to the Red Sea.

Its appeal is increasingly connected to:

tourism;

entertainment;

hospitality;

culture;

entrepreneurship;

logistics;

the Red Sea economy.

Oxford Economics placed Jeddah 171st globally in its 2026 city ranking.

As Saudi Arabia continues diversifying its economy, Jeddah could become particularly attractive to young people who want opportunities in the new tourism and cultural economy rather than only in government, finance or corporate headquarters.

10. Muscat: The Alternative for Those Seeking Balance

Muscat is unlikely to compete with Dubai on scale.

That may actually be its advantage.

For a segment of young professionals, the ideal city is not the fastest city.

It is the city where life feels manageable.

Muscat offers:

natural landscapes;

relative calm;

coastal living;

cultural heritage;

modern infrastructure;

a smaller urban scale.

Oxford Economics ranked Muscat 374th globally in 2026, well below the major Gulf hubs but still part of the region’s urban network.

Its potential attraction is therefore based less on maximum economic acceleration and more on quality of life and balance.

11. Beirut: Cultural Capital Under Pressure

Beirut occupies a special place in any discussion of Arab youth.

Its economic and political challenges have damaged its ability to retain young talent.

Yet its cultural influence remains extraordinarily powerful.

Music.

Fashion.

Art.

Media.

Food.

Design.

Advertising.

Education.

Creative industries.

Beirut continues to possess a cultural ecosystem that many larger and wealthier cities have struggled to reproduce.

Its challenge is therefore not lack of cultural attractiveness.

It is the ability to provide the economic and political stability necessary for young people to remain.

Beirut demonstrates an important lesson:

young people do not choose cities only for money.

They also choose cities because of identity.

12. The New Competition Is Not Between Countries

One of the most important changes taking place across the Arab world is the increasing importance of the city itself.

A young Egyptian may prefer Dubai to another Egyptian city.

A Moroccan may consider Casablanca, Paris or Dubai.

A Jordanian may compare Amman with Riyadh.

A Saudi may compare Riyadh with Jeddah.

A Lebanese creative may consider Beirut, Dubai or Doha.

The decision is increasingly based on the characteristics of the city rather than simply nationality.

This creates a new regional competition:

Arab cities are competing for people, not just for investment.

13. Young People Are Looking for Mobility

The concept of “settling down” is also changing.

Previous generations often imagined living in one city for decades.

Younger professionals increasingly imagine careers that move between cities.

A person may:

study in Amman;

work in Dubai;

launch a company in Riyadh;

spend part of the year in Cairo;

work remotely from Muscat;

maintain family connections elsewhere.

This creates a new type of Arab citizen:

the mobile professional.

Cities therefore need to make it easy not only to attract people but also to retain them.

14. Housing Has Become a Strategic Issue

One of the biggest threats to the attractiveness of successful cities is housing.

A city can have excellent jobs and entertainment, but if young professionals cannot afford to live there, its attractiveness eventually declines.

This is particularly relevant to Dubai.

InterNations’ data showed that financial satisfaction and disposable income remain important weaknesses for expatriates despite Dubai’s strong career opportunities and quality of life.

The same issue is becoming increasingly important elsewhere.

The World Bank’s 2026 analysis of MENA cities specifically identified housing constraints as a factor affecting labour mobility, particularly for young and lower-skilled workers seeking access to jobs.

The future competition between Arab cities may therefore be partly decided by a simple question:

Can young people actually afford to live in the cities that want them?

15. Safety Is No Longer a Secondary Consideration

For young people and especially young professionals considering international relocation, safety is increasingly part of the definition of quality of life.

This gives Gulf cities a significant advantage.

The UAE ranked second globally in InterNations’ 2025 Quality of Life Index, with personal safety its strongest component.

Abu Dhabi’s own quality-of-life survey similarly recorded exceptionally high perceptions of personal safety.

This is particularly important for families and women.

A city that combines employment with a high perception of safety can become considerably more competitive in attracting long-term residents.

16. Culture Is Becoming an Economic Asset

Another major transformation is the growing importance of culture.

Young people do not want only offices and shopping malls.

They want:

concerts;

museums;

galleries;

cinemas;

festivals;

sports;

restaurants;

creative spaces;

nightlife;

public spaces.

This is one reason Gulf cities are investing heavily in cultural and entertainment sectors.

The objective is not purely entertainment.

Culture is becoming part of talent attraction strategy.

A software engineer or designer may choose between two cities with similar salaries based partly on which city offers the better life outside working hours.

17. The Rise of the “15-Minute Lifestyle”

Another emerging preference is proximity.

Young people increasingly value the ability to live, work, eat, exercise and socialise without spending hours commuting.

This creates an advantage for compact urban districts.

Abu Dhabi’s newer communities and Dubai’s mixed-use neighbourhoods are examples of efforts to bring housing, retail, entertainment and services closer together.

The future Arab city may therefore be judged not only by its skyline.

It may be judged by:

how much life can be accessed within 15–30 minutes.

18. Digital Connectivity Is Becoming Basic Infrastructure

For the new generation, internet access is not a luxury.

It is part of urban infrastructure.

Young professionals need:

high-speed internet;

digital government services;

online banking;

digital healthcare;

e-commerce;

remote work;

digital transportation;

online education.

This is another area in which Gulf cities have invested heavily.

Abu Dhabi’s quality-of-life survey, for example, includes digital happiness and digital services among the dimensions used to evaluate residents’ wellbeing.

The city of the future is therefore not only physically connected.

It is digitally connected.

19. Arabic Still Matters — But in a Different Way

An interesting cultural contradiction is emerging.

Young Arabs are highly globalised.

English dominates many professional and digital environments.

French remains important in parts of North Africa.

Yet Arabic remains central to social and cultural identity.

A 2026 Strategy& analysis based on the Arab Youth Pulse Survey found that Arabic remains dominant in social and cultural contexts, while its role is significantly weaker in education, work, online learning and other digital environments. Young people specifically identified technology, AI, education, government services, media and entertainment as areas where more investment in Arabic is needed.

This has implications for cities.

The most attractive Arab cities may increasingly be those that allow young people to live simultaneously in:

an Arab cultural environment and a global professional environment.

Dubai is perhaps the strongest example.

20. The Gulf Cities Have an Important Advantage

The rise of Dubai, Riyadh and Abu Dhabi is not accidental.

These cities combine several characteristics:

strong infrastructure;

significant capital;

global connectivity;

relatively high safety;

ambitious economic strategies;

international companies;

growing cultural sectors;

large investment programmes.

Oxford Economics’ 2026 ranking illustrates the trend clearly:

City

Global Rank

Dubai

42

Riyadh

50

Abu Dhabi

84

Doha

123

Jeddah

171

Manama

218

Kuwait City

228

Cairo

255

Amman

365

Muscat

374

These rankings should not be interpreted as a definitive “best cities for young Arabs” list; Oxford Economics measures broader urban performance rather than youth preference specifically. But they provide a useful picture of the growing competitive strength of Gulf and major Arab cities.

21. But Wealth Alone Will Not Win the Competition

There is an important danger for Gulf cities.

Young people can be attracted by salaries and infrastructure.

But they may leave if they feel:

socially isolated;

unable to build long-term security;

unable to afford housing;

disconnected from local culture;

unable to develop meaningful communities.

The next stage of Gulf urban competition will therefore probably be less about attracting people temporarily and more about convincing them to stay.

This means moving from:

“Come and work here.”

to:

“Come and build your life here.”

That is a much harder challenge.

22. Cairo and Casablanca Have an Important Counter-Advantage

The large North African cities possess something Gulf cities sometimes struggle to create:

organic urban culture.

Millions of people have lived in these cities for generations.

Neighbourhoods have histories.

Universities produce new generations.

Artists develop communities.

Families maintain deep social networks.

This creates a sense of belonging.

The challenge is to combine that cultural richness with better infrastructure, employment opportunities and quality of life.

If successful, cities such as Cairo and Casablanca could become increasingly competitive with wealthier Gulf centres.

23. What Does the Young Arab Actually Want?

The emerging evidence suggests that the young Arab resident is not searching for one thing.

He or she is searching for a package.

The ideal city combines:

1. Career

A city must offer jobs and professional mobility.

2. Money

Income must provide a reasonable standard of living.

3. Housing

A successful career is meaningless if rent consumes most of the salary.

4. Safety

Personal security is fundamental.

5. Culture

Young people need entertainment, creativity and cultural life.

6. Connectivity

Both physical and digital connectivity matter.

7. Community

People want relationships and belonging.

8. Global access

International companies and opportunities increase career possibilities.

9. Identity

Young Arabs still want a city that feels culturally familiar.

10. Future potential

Perhaps most importantly, young people want to believe their city will become better over the next decade.

24. A New Ranking of Attraction

If the question is not “Which is the best Arab city?” but rather “Which city attracts which kind of young person?”, a different picture emerges.

Dubai

Best for: global careers, entrepreneurship, international lifestyles and networking.

Riyadh

Best for: rapid career growth, large-scale projects, investment, technology and participation in Saudi Arabia’s transformation.

Abu Dhabi

Best for: safety, quality of life, culture, stability and professional opportunities.

Doha

Best for: international careers, infrastructure, sports, education and a smaller urban environment.

Cairo

Best for: entrepreneurship, media, technology, culture, large markets and creative industries.

Casablanca

Best for: North African professionals, finance, business, technology and access to Europe and Africa.

Jeddah

Best for: culture, tourism, entertainment, Red Sea opportunities and a more coastal lifestyle.

Amman

Best for: education, technology, digital work, talent development and regional professional networks.

Muscat

Best for: people prioritising calm, nature, culture and work-life balance.

Beirut

Best for: creative industries, arts, media, design, food and cultural experimentation — provided economic and political conditions permit.

25. Three Possible Futures for Arab Cities

Scenario One: The Gulf Becomes the Arab Talent Magnet

Dubai, Riyadh and Abu Dhabi continue attracting the region’s most mobile young professionals.

Capital investment creates jobs.

Cultural infrastructure expands.

Technology and AI industries grow.

The Gulf becomes increasingly central to the Arab labour market.

In this scenario, the region’s demographic and economic centre of gravity shifts further toward the Gulf.

Scenario Two: A Multipolar Arab Urban System

Instead of one dominant city, several cities specialise.

Dubai becomes the global business hub.

Riyadh becomes the investment and transformation hub.

Cairo remains the cultural and demographic giant.

Abu Dhabi becomes a capital of finance, culture and advanced industries.

Casablanca becomes a bridge between Africa and Europe.

Doha develops as a specialised international hub.

Amman remains a talent and services centre.

Jeddah grows as a tourism and Red Sea hub.

This could produce a much more integrated Arab urban economy.

Scenario Three: The Rise of the Livable City

A different future could emerge.

Young people may gradually reject the idea that the richest city is automatically the most attractive.

They may prioritise:

affordable housing;

shorter commutes;

public spaces;

clean air;

cultural life;

social relationships;

work-life balance.

If this happens, smaller cities such as Muscat, Amman and selected North African cities could become more competitive.

The winner would not necessarily be the city with the largest skyscrapers.

It would be the city that offers the best quality of everyday life.

Conclusion: The Arab City Is Competing for a Generation

The question of where young Arabs want to live is ultimately a question about what kind of future they want.

The new generation is not simply searching for a job.

It is searching for a life.

It wants professional opportunity, but also personal freedom.

It wants high income, but also affordable housing.

It wants global connectivity, but also cultural identity.

It wants entertainment, but also security.

It wants ambitious cities, but increasingly also wants cities that are comfortable to live in.

This explains the rise of Dubai, Riyadh and Abu Dhabi, but it also explains why Cairo, Casablanca, Amman, Doha, Jeddah and Muscat remain relevant.

The Arab urban future will therefore probably not be dominated by one city.

Instead, a network of competing cities is emerging, each offering a different answer to the question:

What should life look like for the next generation?

Dubai currently offers the strongest combination of global connectivity, career opportunities and international lifestyle.

Riyadh offers perhaps the region’s most dramatic promise of economic transformation.

Abu Dhabi offers stability, safety and increasingly sophisticated cultural and educational opportunities.

Cairo offers scale, talent and cultural power.

Casablanca offers a bridge between Arab, African and European economies.

Amman offers human capital and flexibility.

Doha offers infrastructure and international connectivity on a smaller scale.

Jeddah offers a different Saudi future built around culture, tourism and the Red Sea.

Muscat offers something increasingly valuable in a hyper-connected world: balance.

The real competition, however, has only just begun.

As the Arab world approaches a future in which hundreds of millions of young people will enter the labour market, cities will become the principal arenas in which economic opportunity, social mobility and quality of life are decided. The World Bank’s latest MENA urban analysis makes precisely this point: cities will be central to solving the region’s employment challenge.

The Arab city of the future will therefore not be judged only by its GDP, skyline or number of multinational companies.

It will be judged by something much more human:

Can a young person imagine building a successful, meaningful and affordable life there?

That may ultimately determine which Arab cities win the next great competition — not for buildings or investment, but for the people who will shape the Arab world of tomorrow.

From Jobs and Salaries to Lifestyle, Identity and Opportunity Introduction: The Arab City Is Entering a New Competition For decades, young Arabs often imagined the future through a relatively simple formula: education → employment → marriage → home.
